Central or Outer Tokyo? How to Match Your Rent to Your Salary

Rent in Tokyo depends more on the ward than on the apartment. A studio can cost about ¥50,000 a month in Adachi or Itabashi and more than ¥140,000 in Minato or Shibuya. The fastest way to choose is to start from your income, then pick the wards that fit it.

How do Tokyo landlords judge your income?

Most landlords and guarantor companies use a simple rule: your yearly income should be at least 36 times the monthly rent. Put another way, rent should sit near one-third of your monthly pay or less.

  • ¥100,000 rent: about ¥3.6 million a year in documented income
  • ¥150,000 rent: about ¥5.4 million a year

The average monthly wage in Tokyo is around ¥403,700, or roughly ¥4.8 million a year. On that salary, rent in Tokyo near ¥130,000 is the upper limit most screenings will accept.

What does rent in Tokyo look like by area?

Based on 2026 Hato Mark Site data, a 1R runs from about ¥61,200 in Katsushika to ¥146,600 in Minato. That is more than double for the same layout.

Central rents have kept rising through 2026, while outer wards have stayed fairly stable. The value gap is wider than it was a few years ago.

Which wards fit which budget?

Under ¥80,000 a month. Look at Adachi, Katsushika, Itabashi and Nerima. Trains into the center take longer, but you get more space for the money. These wards suit students and first-year workers.

¥80,000 to ¥130,000. Setagaya and Meguro give you quiet, leafy streets with good links to Shibuya. A 1K or small 1LDK is realistic here.

¥130,000 and up. Shibuya, Shinjuku and Minato put you close to offices, nightlife and the busiest stations. Minato is the usual choice for executives and diplomats.

Don't forget the upfront cost

Monthly rent in Tokyo is only part of the bill. Before you get the keys, expect to pay:

  • Security deposit: one to two months' rent, usually refundable
  • Key money: often one month, though many landlords now waive it
  • Agency fee: about one month's rent
  • Building maintenance fee: ¥5,000 to ¥15,000 a month on top of rent

In total, budget three to five months' rent upfront. A ¥90,000 apartment can need ¥270,000 to ¥450,000 before you move in.

Can foreigners rent without a Japanese guarantor?

A simple way to decide

Write down three numbers: your monthly take-home pay, your longest acceptable commute, and your upfront budget. Then filter by ward. If the center does not fit, an outer ward with a direct train line often saves ¥30,000 or more each month.
